chore: configure renovate for dependency updates ... 10f267c156

Adds Renovate, matching the setup in FGK/pasmas: a scheduled job on the
ts-viewer runner, scoped to this repository, with dependency rules in
renovate.json.

The github.com changelog token is stored as RENOVATE_GITHUB_COM_TOKEN
and mapped to the GITHUB_COM_TOKEN env var, because Forgejo rejects
secret names starting with GITHUB_.
